Ukrainian President Volodymyr Zelensky Asserts He Lacks Clear Defense Guarantee from European Partners

President Zelensky has stated that European allies have failed to provide sound guarantees that they will defend Ukraine in the case of a new Russian aggression.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which involved some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be sent.

Allies proposed that the US would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukrainian territory.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the future."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we don't have such security guarantees - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

The Paris talks were also notable owing to the attendance of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on finalizing security arrangements.

Recently, Zelensky said a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the center of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Russian forces now holds about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions form the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
